A new executive order has thrust artificial intelligence literacy into America’s educational spotlight, but this sudden urgency reveals an uncomfortable truth: we’ve been overlooking fundamental digital skills that students desperately need.
In April 2024, an executive order called Advancing Artificial Intelligence Education for American Youth established AI literacy as a national priority for K-12 education. The initiative aims to ensure American students gain early exposure to artificial intelligence, positioning the nation as a global leader in this transformative technology. Schools across the country are now scrambling to implement AI education programs.
However, this represents a striking irony in educational policy. Despite decades of digital transformation affecting every aspect of students’ lives, no executive order has ever prioritized digital literacy—the safe and responsible use of technology—or media literacy, which encompasses the ability to access, analyze, evaluate, create, and act using all forms of communication. Yet AI literacy fundamentally depends on these foundational skills.
The core competencies that digital and media literacy develop—critical thinking, ethical awareness, and responsible participation—are essential prerequisites for understanding and using AI wisely. It took artificial intelligence, with its billions in investment and profound societal implications, to finally spotlight what educators have been advocating for years.
The familiar foundations of AI literacy
While AI literacy feels urgent and innovative, it essentially amplifies the same digital challenges that should have already commanded national attention. The parallels are unmistakable across seven critical areas:
1. Screen time and digital well-being
Teaching students how to balance their relationship with technology has always been central to digital literacy education. Even as schools nationwide implement phone bans, the need for self-regulation skills becomes more pressing when students return home to increasingly sophisticated AI-powered distractions.
Recent releases demonstrate this escalation. OpenAI’s Sora enables users to create realistic synthetic videos with simple text prompts. Meta’s AI-powered platforms allow users to browse, remix, and share AI-generated video content directly to social media feeds. These tools, designed for maximum engagement, create the same addictive content patterns that comprehensive digital literacy education helps students recognize and resist.
The psychological resilience and self-awareness that digital literacy develops becomes even more crucial as AI systems become more sophisticated at capturing and maintaining attention.
2. Misinformation and content verification
Generative AI has transformed misinformation from a manageable problem into a flood of synthetic content. AI-generated stories, videos, and images can be produced quickly and cheaply, saturating online spaces with potentially false information. However, students with strong media literacy foundations already possess the essential skills: questioning sources, verifying authenticity, recognizing emotional manipulation, and cross-referencing information across multiple sources.
These verification skills become exponentially more important as AI-generated content becomes indistinguishable from authentic material. The same critical thinking processes that help students evaluate traditional media apply directly to AI-generated content, but with heightened urgency.

Students need frameworks for ethical decision-making that help them navigate questions like: Should I create synthetic content of real people? How do I label AI-generated material? What are my responsibilities when sharing AI-created content?
Unfortunately, public examples often model the opposite behavior—misinformation, impulsive posting, and digital harassment—making structured digital citizenship education more essential than ever.
4. Cyberbullying and digital harm
AI tools are enabling increasingly sophisticated and psychologically damaging forms of harassment. Students who understand data collection practices—questioning why apps request certain permissions, understanding how personal information generates revenue, recognizing when services are “free” because users are the product—can apply the same critical thinking to AI interactions. They’re better prepared to make informed decisions about what information to share with AI chatbots, virtual assistants, and other AI-powered services.
6. Online safety in AI-enhanced environments
The fundamentals of online safety remain constant: staying alert to scams, protecting personal information, avoiding harmful interactions, thinking before sharing, and understanding the permanence of digital actions. However, AI has significantly raised the stakes and complexity of these challenges.
AI chatbots can engage in conversations that feel remarkably human, potentially manipulating users into sharing sensitive information or developing unhealthy emotional attachments. Synthetic influencers—AI-generated personas designed to appear human—populate social media platforms. Algorithmic systems create the illusion of friendship through personalized interactions designed to increase engagement rather than provide genuine connection.
Students need the same safety awareness that has always been essential online, but with enhanced understanding of how AI systems can create convincing illusions of authenticity.
7. Visual literacy and synthetic media detection
Examining visual content for authenticity has always been fundamental to media literacy education. Students learn to identify signs of photo manipulation, question the context of images, and understand how visual content can be used to persuade, deceive, or evoke emotional responses.
This visual literacy now serves as a frontline defense against AI-generated content. While detection techniques continue to evolve, the underlying critical thinking skills—questioning sources, examining details, considering context, verifying through multiple sources—remain the most reliable tools for navigating an environment where synthetic and authentic content coexist.
Beyond the basics
These seven areas represent only the most obvious connections between traditional digital literacy and AI literacy. Equally important topics include understanding intellectual property in an age of AI-generated content, recognizing algorithmic bias in AI systems, addressing equity concerns as AI tools become gatekeepers to opportunities, and maintaining emotional well-being when interacting with increasingly sophisticated artificial entities.
The cost of delayed action
The urgency surrounding AI literacy shouldn’t feel revolutionary—it should feel overdue. We’re essentially teaching the same critical thinking, ethical reasoning, and responsible participation skills that digital natives have needed for years, with an additional layer of understanding about how AI systems operate.
The consequences of this educational gap are already visible. Students have engaged in dangerous and inappropriate interactions with AI chatbots, sometimes with tragic results. AI-generated misinformation spreads rapidly through social networks, often shared by users who lack the skills to verify synthetic content. Apps that create non-consensual intimate images proliferate on app stores, downloaded by users who don’t fully understand the legal and ethical implications of their use.
When young people gain access to increasingly powerful technological tools without corresponding education about responsible use, they inevitably pay the price through negative consequences that could have been prevented.
Moving forward
If artificial intelligence is what finally awakens policymakers to the critical need for comprehensive digital and media literacy education, that represents progress worth celebrating. However, we cannot afford to treat this as a one-time response to a single technological advancement.

The skills students need to use AI wisely are the same skills they need to navigate social media responsibly, evaluate online information critically, and participate constructively in digital communities. By recognizing AI literacy as an extension of these fundamental competencies, we can build educational frameworks that prepare students not just for today’s AI tools, but for whatever technological developments await them in the future.
